The Five Structural Pillars of the IDI

The IDI translates international human rights treaties (UN CRPD) into 5 measurable, actionable dimensions harmonized across legal, economic, and civic domains.

Pillar 1 • Weight: 20%

Legal & Capacity Rights

Abolition of substitute decision-making. Enforcing Ireland’s Assisted Decision-Making (Capacity) Act 2015, the UK’s Equality Act 2010, and Guatemala’s Decreto 135-96 / Initiative 5603.

  • Decision Support Service (DSS) rollout in Ireland.
  • Ratification of the UN CRPD Optional Protocol (Ireland Nov 2024).
  • Elimination of archaic wardship across civil legal codes.
Pillar 2 • Weight: 25%

Employment Equity & Divide

Tackling the 38-point (IE) and 28-point (UK) employment divides. Enforcing statutory public quotas (3% to 6%) and formalizing workplace adjustment passports.

  • Comprehensive Employment Strategy (CES) monitoring.
  • Public sector statutory quota transition (3% to 6%).
  • Reasonable accommodation literacy in corporate recruitment.
Pillar 3 • Weight: 25%

Cost of Disability & Protection

Compensating the €9k–€12k (Indecon) and £11.7k (Scope UK) annual living penalties. Decoupling Disability Allowance from means-testing to prevent poverty traps.

  • Introduction of a statutory Cost of Disability living payment.
  • Retention of medical cards upon entering paid employment.
  • Fully funded statutory Personal Assistance Services (PAS).
Pillar 4 • Weight: 15%

Universal Design & Accessibility

Implementing NDA Centre for Excellence in Universal Design (CEUD) guidelines, European Accessibility Act (EAA), and EU Web Accessibility Directives.

  • WCAG 2.1 AA certified public digital platforms.
  • Fully accessible public transport (Dublin Bus, Irish Rail, TfL).
  • Part M building regulations reform for lifetime housing.
Pillar 5 • Weight: 15%

DPO Co-Design & Article 33

Operationalising "Nothing About Us Without Us". Redirecting state core funding to authentic Disabled People’s Organisations (DPOs) rather than charitable legacy providers.

  • Independent civic monitoring mechanism under CRPD Article 33(2).
  • Mandatory DPO co-design representation on state advisory bodies.
  • Statutory core funding for autonomous DPO capacity.', // Simulator 'sim_eyebrow' => 'Real-Time Policy Engine

The Foundation: Guatemala’s Operational Platform (idi.gt)

The Index on Inclusion and Disability was first conceptualized and put into operation in Guatemala via www.idi.gt. That operational experience provides the foundation for this transnational platform.

From Guatemala to Ireland and the UK: Scaling Evidence-Based Inclusion

In Guatemala, the Índice de Inclusión y Discapacidad (idi.gt) confronts severe data invisibility: with an estimated population of ~1.6 million disabled people, official census data captured only a fraction, while over 70% of disabled workers rely on the informal economy with no statutory social security safety nets.

By expanding this architecture to Ireland and the United Kingdom, we prove that whether in a Global North welfare state or a Global South developing nation, disabled citizens face structural bottlenecks that require the exact same 5 pillars: Legal Autonomy, Employment Equity, Cost-of-Disability Relief, Universal Design, and authentic DPO Governance.

Strategic Partner & Lived Experience Co-Design
